Partners David Denton and Stacey Blankenship spoke at the Kentucky League of Cities (KLC) 74th Annual Convention that was  held October 1-4, 2003 in Lexington, Kentucky.  This is the second year attorneys from Denton & Keuler have been featured speakers at the annual KLC Convention.

The KLC theme this year was "Success In Your City" and it  highlighted all of the components that make successful Kentucky cities.

Joint Sewer Agencies: They Work!

In July 1999, the city of Paducah and McCracken County merged to form the Paducah-McCracken County Joint Sewer Agency. Attorney David Denton was instrumental in leading the two agencies to merge to form a unified agency that services 17,500 residential and business customers.  Associate L. Patrick Windhorst will be assisting Mr. Denton with the presentation.

Local governments are driven by a desire to enhance sewer operation, meet environmental mandates, pay for needed improvements and maintain reasonable rates. This is a must attend workshop for any municipal agency facing the many issues of waste management.

How To Avoid Police Liability

As a former prosecutor for the Commonwealth of Kentucky, Stacey understands the issues and pitfalls that police officers face on a daily basis.  Her practice focuses largely on Police Department liability for the city of Paducah.  Stacey not only provides legal representation for the Paducah Police Department but also has presented personalized training sessions to various police departments in western Kentucky and has defended numerous police officers, municipalities, and counties in police liability lawsuits.

Police officers can generate more lawsuits than all other municipal departments combined. This workshop will focus on the many ways a police department can reduce their liability by instituting and enforcing a few simple policies, including policies on hot pursuits, searches and arrests.
